The Postmaster General's Statement

Our postmen make deliveries to all addersses in Hong Kong every working day. We serve all sectors of the community, from individual residents to multi-national business corpotations, always with the same care and enthusiasm.

After operating as a Trading Fund for ten years, Hongkong Post has come of age as a modern corporation providing a comprehensive range of services to facilitate communication. Such services, whether local or international, for private personal or for commercial reasons, for material enclosed in envelops or cardboard boxes, are always rendered in the most professional and efficient manner, plus the meticulous care with a personal touch Hongkong Post takes pride as its tradition for the past 165 years since it was established as one of the first departments by the then colonial government in 1841 to provide an essential service for the community.

Hongkong Post had to adapt itself to meet the ever changing needs and aspirations of the public it serves. It has developed from a small office mainly to serve members of the colonial outpost to a major government department, handling over 1.3 billion pieces of mail items a year, with a business turnover of HK$ 3,965.6 millions and an establishment of over 7 000 employees.

We have a local network of 133 post offices, which are connected to over 260 countries in the world. Our postmen make deliveries to all addresses in Hong Kong every working day. We serve all sectors of the community, from individual residents to multi-national business corporations, always with the same care and enthusiasm. We have also managed to provide all these services at an affordable cost to our clients without digging into the public coffer, and at the same time achieving a modest surplus which will be used to sustain further development of Hongkong Post.

In the following pages, you will find an account of what we have done in the past year to fulfill our service pledges to the community. It has not been an easy task to accomplish, because Hongkong Post has been facing ever-growing competition from the private sector and rising expectations from the public. As we must maintain a high standard of service without seeking external funding that would add to the burden of the general public, we have to improve our business performance continually, while reducing operational costs as well as increasing business volume and, hence, revenue.

At this juncture, I must pay special tribute to Mr. Allan Chiang and Mrs. Joanna Choi, who retired as Postmaster General and Deputy Postmaster General respectively in May and September this year, after long and meritorious service in Hongkong Post. The past three years have been pivotal to the development of Hongkong Post. Mr. Chiang and Mrs. Choi, supported by the joint effort of staff at all levels, have succeeded in bringing a new corporate culture to Hongkong Post, while upholding and deepening its caring, people-oriented tradition. They combined the burgeoning spirit of a modern business enterprise with the much cherished traditions of a large government department that draws on a long and proud history.

I am new to Hongkong Post. While I cannot claim any credit for the excellent performance of Hongkong Post covered in this Annual Report, it is most gratifying that I am taking over the leadership of the Department at a time of strength. Hongkong Post's solid foundations are the result of the painstaking work of my predecessors and colleagues. For all of us at Hongkong Post, there is a challenging time ahead of us. Nevertheless, I look forward to working with the extremely capable team here and call upon them to join me in building on Hongkong Post's strength so that we can better serve the community and play our role in ensuring Hong Kong as an ideal place in which to live, to work and to do business.
