Hongkong Post encourages innovation. In a rapidly changing business landscape, we follow a strategy to "future proof" the business through our commitment to seek a better way of doing things wherever possible.

INFRASTRUCTURE INVESTMENT

Hongkong Post is in a sufficiently strong financial position to undertake necessary infrastructure investment. Our focus will be on upgrading our operational centres and increasing the level of postal mechanisation. During the year, we therefore commenced a series of capital projects worth HK$1.4 billion in total, that will allow us to reprovision our counter and sorting offices and upgrade our postal infrastructure over the next five years.

STRATEGIC COOPERATION

Hongkong Post establishes and reinforces strategic co-operation with key postal administrations and business partners to gain synergy in business development. In this regard, we extended our "Partnership with the Post" programme to Hong Kong's property management offices to enhance collection of mail. So far, a total of 89 estate management offices representing 300 private housing estates have joined the programme.

The Hongkong Post Certification Authority (HKPCA) drives usage of e-commerce by embedding e-Certs in smart ID cards for electronic transactions. By March 2006, the HKPCA had issued more than 1.52 million digital certificates to businesses, government departments and individuals. Hongkong Post also worked closely with banks to ensure a reliable and cost effective solution that meets the Hong Kong Monetary Authority (HKMA) mandate for "two-factor" authentication as a platform for secure banking. Twelve banks and financial institutions aligned with Hongkong Post when they adopted e-Cert on smart ID cards for "two-factor" authentication in e-banking in June 2005. Commerce, Industry and Technology Bureau and Hongkong Post are currently identifying a suitable contractor for HKPCA, who will be better placed to develop new value-added services and e-commerce applications that can drive the utilization of e-certs and engender a self-financing operation.

In the international arena, we have enjoyed a successful strategic cooperation with Australia Post, China Post, Deutsche Post, Japan Post, Korea Post, Royal Mail, Singapore Post, TPG (Dutch Post) and United States Postal Services that has led to new initiatives in meeting the needs of customers in Hong Kong. These initiatives include regional mail hub arrangements, direct entry services, special customs arrangements, and enhancements to international mail and parcel services.
