Stamp Issuing Programme for 2004, HONG KONG 2004 Stamp Expo & Launching of 2004 Local Standing Order Service

I) Stamp Issuing Programme for 2004

The Postmaster General, Mr. Allan CHIANG, announced today (5 September 2003) the stamp issuing programme for 2004. The programme consists of nine special stamp issues and other associated stamp products. Most of the new stamps and products will be issued on weekdays. A few issues which have to tie in with special event will have the issue days on Sunday or Public Holiday.

Mr. CHIANG said, "the 2004 programme would be particularly appealing to the stamp collectors as it will cover a range of new and innovative designs featuring various interesting aspects of Hong Kong as well as Mainland China. Stamps with themes relating to Hong Kong include sports, toys and games, trams, currency and fungi; and those relating to the Mainland include the Chen Clan Academy, Guangzhou and the development of Pearl River Delta region. A set of stamps on rugby will be issued jointly with New Zealand Post. In addition, for the first time, a set of special stamp will be issued to pay tribute to the garrison of the People's Liberation Army (PLA) which has been stationing in Hong Kong since July 1997. All these will add greater value to the collection of Hong Kong stamps."

Individual special stamps and stamp products will be available in different format and prices. Details of each stamp issue will be announced closer to the date of issue. A stamp issuing programme for 2004 is tabulated in the attached Fact Sheet No.1. The issue dates are tentative and changes if any, will be announced in due course.

II) HONG KONG 2004 Stamp Expo

HONG KONG 2004 Stamp Expo with the theme of "Tourism" will be held from 30 January to 3 February 2004 at the Hong Kong Convention and Exhibition Centre. This international philatelic event is the 17th Asian International Stamp Exhibition under the patronage of the Federation of Inter-Asian Philately (F.I.A.P.). III) Launching of 2004 Local Standing Order Service

Mr. CHIANG described the Local Standing Order Service (LSOS) as the easiest and the most convenient way of collecting Hong Kong stamps. "Starting from 5 September 2003, customers can order 2004 stamp issues and the related products in advance. With LSOS, there is no need for queuing at post offices on the issue dates. Customers can enjoy a choice of different order plans, payment options and delivery modes to collect Hong Kong stamps easily," said Mr. CHIANG.

Mr. CHIANG added, "LSOS customers can also enjoy various incentive schemes with attractive souvenir items which are not for public sale. To enjoy these incentives, customers have to submit their order of 2004 stamp products between 5 and 30 September 2003." The incentive offers are shown on Fact Sheet No. 3 and the various incentive schemes are as follows:

Service guide and application form for the 2004 LSOS will be available at all post offices from 5 September 2003 onwards and at The Commercial Press' bookstores from 5 to 30 September 2003. Customers can return the completed application forms to any post office (except Mobile Post Offices), by post to Hongkong post Philatelic Bureau or through on-line application at http://www.hongkongpoststamps.com.
