  2. Select a bulk acceptance office which is convenient to you.
  3. Submit (either in person, by mail, fax or through this website if you are a Hongkong Post e-Cert holder) completed application form with a copy of valid Business Registration Certificate (for company applicants) OR copies of Hong Kong Identity Card and address proof (for individual applicants) to:

  4. A special permit license will be issued and mailed to the applicant in 3 working days upon receipt of all required documents.
  5. Register an online account at iMailR Online Mailing Tool upon receipt of permit license and before posting.
